Electrical Installation Condition Report Explained

A consumer unit can look perfectly normal while a loose connection, deteriorated cable or inadequate earthing sits out of sight. That is why an electrical installation condition report matters. It is a structured inspection and test of an existing installation, designed to identify defects that could create a risk of electric shock, fire or disruption.

For homeowners, landlords, business operators and property managers, an EICR provides a clear picture of an installation’s condition at a particular time. It is not just paperwork. A properly completed report helps you make informed decisions about repairs, compliance and planned electrical upgrades.

What is an electrical installation condition report?

An Electrical Installation Condition Report, usually called an EICR, is produced after a qualified electrician inspects and tests the fixed electrical installation in a property. This includes the parts that supply and distribute electricity around the building, such as the consumer unit or distribution board, wiring, circuits, earthing and fixed accessories.

The inspection is carried out against the requirements of BS 7671, the IET Wiring Regulations. The electrician checks whether the installation remains safe for continued use and records any observations that require attention.

An EICR is different from an Electrical Installation Certificate. An installation certificate is generally issued for new electrical work, such as a rewire, new circuit or consumer unit replacement. An EICR assesses an installation that is already in place. It does not guarantee that every item of electrical equipment in a home or business will work, and it does not replace appliance testing where that is required.

What an EICR covers

The report focuses on fixed wiring and the safety measures built into the electrical system. During the visit, the electrician will normally inspect accessible parts of the installation and carry out appropriate dead and live testing. This may include checking circuit protective devices, the condition of the consumer unit, the effectiveness of earthing and bonding, insulation resistance, polarity and RCD protection.

Sockets, switches, light fittings and fixed electrical equipment may also be visually checked where accessible. In commercial premises, the scope can extend to distribution equipment, emergency lighting supplies, plant connections and areas affected by the way the business operates.

The exact extent of the inspection should be agreed before work starts. Testing an occupied family home is different from testing an HMO, retail unit, office or property undergoing refurbishment. Some areas may be inaccessible, and some circuits may need to be isolated briefly. Any limitations should be clearly recorded on the report, rather than ignored.

Understanding EICR observation codes

The most useful part of an electrical installation condition report is the observations section. This tells you what has been found, how serious it is and whether remedial work is needed before the installation can be considered satisfactory.

A C1 observation identifies danger that requires immediate action. An exposed live part, for example, may need to be made safe at once. A C2 observation identifies a potentially dangerous condition that needs urgent remedial work, even if there is no immediate danger at the time of inspection. FI means further investigation is required because the electrician has identified an issue that cannot be fully assessed during the inspection.

C3 observations are recommendations for improvement. They do not normally make a report unsatisfactory on their own, but they may be sensible to address, particularly during renovation or when planning other electrical work. For example, an older installation may not meet every current standard while still being safe for continued use. The key question is whether a defect presents a safety concern, not whether every part of the property was installed yesterday.

A report with C1, C2 or FI observations will normally be marked unsatisfactory. That does not necessarily mean a full rewire is required. In many cases, focused repairs, additional protection or further testing will resolve the relevant issues. The right solution depends on the age, design and condition of the installation.

When should you arrange an EICR?

An EICR is particularly valuable when responsibility for a property is changing or when the electrical system will face new demands. Landlords in England must ensure that electrical installations in rented homes are inspected and tested at least every five years by a qualified person, with a report provided to tenants and supplied to the local authority when requested. Earlier testing may be needed if the report recommends it.

For owner-occupied homes, there is no equivalent routine legal requirement, but an inspection is sensible when buying a property, before a major refurbishment, after flood or fire damage, or where there are signs of recurring faults. Flickering lights, frequently tripping circuits, damaged accessories, burning smells and ageing fuse boards should never be dismissed as minor inconveniences.

Commercial testing intervals depend on the premises, the installation and how it is used. A quiet office and a busy workshop do not carry the same level of wear or risk. Changes of tenancy, alterations to the layout, new machinery, a fit-out or a change in the type of occupancy are all sensible points to review the installation. HMOs also need particular care because more occupants, shared facilities and higher day-to-day use can expose weaknesses quickly.

What happens during the inspection?

A professional inspection begins with a conversation about the property, its history and any known faults. The electrician will confirm the agreed scope, identify areas that need access and explain whether power interruptions are likely. Good preparation reduces inconvenience, especially in businesses where systems, tills, servers or equipment may need to be shut down safely.

The inspection then combines visual checks with testing. Some tests can be carried out without interrupting supplies, while others may require circuits to be isolated. The electrician should work methodically, record results and explain any immediate safety issue in plain language.

After the testing is complete, you receive the report. If remedial work is required, ask for a clear breakdown of the issues, the recommended solution and the priority of each item. This gives you the information needed to act promptly without committing to unnecessary work.

Common issues found in older properties

Older properties across north-west London often have electrical systems that have been altered in stages. A kitchen extension, loft conversion or previous owner’s DIY work may have introduced new circuits without a full review of the original installation. That does not automatically mean the property is unsafe, but it does make professional inspection more valuable.

Common findings include missing or unsuitable RCD protection, deteriorated accessories, inadequate earthing or bonding, overloaded circuits, poor-quality connections and damage to cables. Older consumer units may also lack the protective features expected in modern installations. Where a property is being upgraded for electric heating, an induction hob, an EV charger, air conditioning or solar equipment, load capacity and circuit design should be assessed before new equipment is installed.

A full rewire can be the right option where wiring is in poor condition, circuits are inadequate or repeated patch repairs would offer poor value. However, it is not the default answer to every unsatisfactory EICR. Targeted remedial work may be appropriate where the installation is fundamentally sound.

Choosing the right electrician for an EICR

The quality of an EICR depends on the competence of the person carrying it out. Testing involves more than looking inside a consumer unit and issuing a certificate. The electrician needs suitable test equipment, current knowledge of BS 7671 and the experience to interpret findings correctly.

Choose an insured, qualified electrician who can explain the scope of the inspection and provide a complete, legible report. Be cautious of unusually cheap offers that do not allow enough time to inspect a property properly. A report with vague observations or unexplained limitations can leave you uncertain about the condition of the installation and may create problems when managing a tenancy, sale or refurbishment.

For larger properties, commercial sites and HMOs, it is also worth discussing access, operational hours and the need to minimise disruption before booking. A well-planned inspection protects both safety and business continuity.

After you receive the report

Keep the EICR with your property records, alongside certificates for any remedial work completed afterwards. If the report identifies C1 or C2 observations, arrange repairs without delay. If further investigation is recorded, treat it seriously: the purpose is to establish whether an underlying fault exists, not to postpone a decision.

Once repairs are complete, ask for appropriate confirmation of the work carried out. Depending on the nature and extent of the remedial work, this may be a minor works certificate, an electrical installation certificate or an updated report. Clear records are useful for landlords, managing agents, insurers and future buyers.

Electrical safety is easiest to manage before a fault becomes an emergency. A carefully carried out EICR gives you practical evidence of where your installation stands and a sensible route to putting any concerns right.
